      Summary. The Coal Bed Methane Protection Act establishes a long-term coal bed methane protection account and a coal bed methane protection program for the purpose of compensating private landowners and water right holders for damage to land and to water quality and availability that is attributable to the development of coal bed methane wells. Deeper coal beds contain less water, but that water is more saline. Removing water from the coal bed reduces pressure and releases methane. Large amounts of water, sometimes saline brine, are produced from coalbed methane wells. The greatest water volumes are produced during the early stages of production.
